HIS.com Status: AT&T transit update

[HIS System Status Updates]

Nearly all of the issues we've struggled with today with AT&T have been 
resolved, and we'll be working through the night to resolve the rest.

Bandwidth to most parts of the net is back to normal, but routing to a 
few networks comes and goes.  I'll post an update when everything is 
100% stable.
