- $2.5 MILLION GRANT TO HELP CECIL ENSURE HEALTHIER MARRIAGES
Cecil Whig

Cecil County, known for quick and easy weddings in Elkton, is looking to
show that local nuptials can be healthy as well.
The county is one of only three recipients in Maryland to receive a Healthy
Marriage Initiative grant, with the county being awarded $500,000 in federal
money to promote strong marriages this year.
³Marriage is the best defense against poverty, child abuse and elder abuse,²
said Nick Ricciutti, county director of social services.
County social services officials said Wednesday that the grant, totaling
$2.5 million over five years, is expected to fund marriage-education
seminars and activities.
Last year, the department held pro-marriage events before federal funding
was available, holding a billboard contest and a marriage summit using its
own money.
The proactive approach, an official said, helped the department win the
funding, an amount similar to the money received by Ohio¹s Cuyahoga County.
Known for Cleveland its county seat and largest city the county was
awarded $533,730.
³By having these things, we had a lot of things set in motion,² said Diana
Klusak, human services coordinator for the department. ³I believe it gave us
a leg up on the competition.²
The state¹s other recipients are Northwood-Appold United Methodist Church in
Baltimore and Rockville¹s Aish HaTorah of Washington.
Last week, the U.S. Department of Health and Human Services announced that
124 grantees across the nation received more than $75 million in funding.
The money, combined with a separate grant promoting responsible fatherhood,
was authorized this year by Congress under the Temporary Assistance for
Needy Families program.
³We¹re trying to promote healthy parenting so that the divorce rate declines
and the rate for unwed mothers declines,² said Sandy Lewis, executive
assistant to Ricciutti.
The county saw 182 divorces in the first quarter of 2006, Lewis said.
Meanwhile, 402 marriages were recorded in Cecil County.
In the past three years, the county averaged about 369 divorces, according
to the state Department of Health and Mental Hygiene.
Also, she said that cases of domestic violence in Cecil County have seen a
noticeable increase this year.
In 2004, the county reported 158 victims of domestic abuse, with 140
reported in 2005. As of June 2006, 171 people have reported being abused by
a spouse, Lewis said.
³We want to reach troubled parents and engaged couples about to get
married,² she said.
