- DIVORCE PREVENTION PROGRAM
Diane,

    In Pierce County, WA a Divorce Prevention Program is under development
in which couples who file for divorce in the county will be contacted by
mail. Names and address will be collected daily using the "New Case List"
that is available at the county clerk's office. The couples will be sent a
flyer about a ninety minute seminar, which will include discussion on
marital stress points, and how to reconcile the relationship.  A combination
of local counselors and church leaders will head up the discussion at the
monthly meetings. Also being mailed out, and available at the meetings, will
be a legal document to stop the divorce proceedings. The document is a
"Order of Dismissal".  Once the order is signed by both couples and
submitted before the divorce hearing, all legal action will stop. Money is
pending for the program as a part of a national Healthy Marriage and
Responsible Fatherhood Grant that was submitted by the State of Washington
with co-sponsorship by the local Pierce County office of the State Child

- CONFERENCE TOUTS MARRIAGE AS ALTERNATIVE TO POVERTY

Finish high school, postpone children until you're at least 20 and be
married when you have kids, says Rick Christman, and you have an 8 percent
chance of living in poverty.

Do the opposite, and you have an 80 percent chance.

"Those are choices," said Christman, chief executive officer of Employment
Solutions, a non-profit Lexington agency that helps those with barriers to
employment. "Those are things people can control."

Because of that, a conference Wednesday at the University of Kentucky
Student Center focuses on "how we can make people make better choices,"
Christman said. Healthy Marriage Movement: Issues Related to Poverty is
sponsored by Employment Solutions and UK's Department of Family Studies.

"The belief is that getting into a healthy relationship is a skill, and that
skill can be taught," said Christman, who said about 80 percent of those
participating in job-training courses through his organization are single
mothers.

Greg Thompson, director of special projects for UK's family studies
department, said the idea of promoting marriage to combat poverty surfaced
in 1996. Since then, he said, the idea of teaching social workers and
educators how to support healthy marriages is gaining favor.

People running social-services programs realized that when marriages fall
apart, government-financed programs are usually the safety net, he said.

Christman has long thought that healthy relationships and marriage are an
important element in escaping poverty, but "you just don't hear a lot of
discussion about the relationship side of poverty."

The seminar, from 7:45 a.m. to 4 p.m., touches on promoting healthy
marriages, improved decision-making, and avoiding the "single-mother trap"
of non-marital pregnancy. It is aimed primarily at social workers, educators
and those working with families in poverty. It's also open to students.

It comes at a time when the federal government is paying for
healthy-marriage programs. Christman said the timing is mostly a
coincidence.

"We are not trying to coerce people into marriage," he said. "There is just
a strong correlation between marriage activity and whether or not you are
living in poverty."
