- INDIANA MARRIAGE BILLS AND PROCLAMATION

With the good work of State Rep. Peggy Welch, Gov. O'Bannon signed a
proclamation for Indiana to join in Marriage Week USA!  It was read into
record yesterday, Feb 13. I have included it below in its entirety.

There are also a number of bills in the current general session we are
working on and watching; one Bill Doherty might appreciate that declares
that the purpose of marriage counselors is to keep marriage together.

PS--, for those who have really waited for a last minute Valentine's
present; if you are a Steven Curtis Chapman fan, his new album, All About
Love, is nearly all love songs he has written to his wife -- a true musical
celebration of marriage.

STATE OF INDIANA
EXECUTIVE ORDER PROCLAMATION

WHEREAS, marriage is an honored, important and valued component of strong
families and communities across Indiana and our nation; and

WHEREAS, February 14 is traditionally celebrated as St. Valentine's Day,
when married couples and others celebrate the value of and importance of
loving personal relationships in their lives; and

WHEREAS, marriage is a valuable institution for those who choose to marry
and is the foundation of many strong families in Indiana; and,

WHEREAS, marriage represents the strong commitment two individuals make to
love each other, to support each other and to build a family together; and,

WHEREAS, marriage is worthy of the support and encouragement of all members
of society for its ability to uplift individuals and children because it
provides a framework for positive and supportive role models for children;

NOW, THEREFORE, I, FRANK O'BANNON, Governor of the State of Indiana, do
herby proclaim February 7-14, 2003, as MARRIAGE WEEK INDIANA in the State of
Indiana, and invite all citizens to take due not of the observance.

2003 Regular Session

  DIGEST OF INTRODUCED BILL

Waiting period for divorce. Increases the waiting period before which a
final hearing in a dissolution of marriage may be conducted if there are
children of the marriage less than 17 years of age or if an objection to the
dissolution is filed by either party. Retains 60 days as the waiting period
before a final hearing in a dissolution of marriage upon a showing of
domestic violence against a party or a party's child. (The introduced
version of this bill was prepared by the interim study committee on marriage
and family building initiatives.)

House Bill 1454
2003 Regular Session

  DIGEST OF INTRODUCED BILL

Pre-divorce counseling. Requires the parent of a minor to attend a class on
the effect of divorce on children before a dissolution of marriage is
granted. (The introduced version of this bill was prepared by the interim
study committee on marriage and family building initiatives.)

2003 Regular Session

  DIGEST OF INTRODUCED BILL

Covenant marriage. Defines "covenant marriage". Provides that couples may
designate a covenant marriage when applying for a marriage license or after
marriage. Requires a marriage license to indicate whether the marriage is a
covenant marriage. Establishes the procedure for declaring a covenant
marriage. Requires the state department of health to maintain records of
covenant marriage declarations. Provides limited grounds for legal
separation or dissolution of a covenant marriage. Requires the state
department of health to develop an informational pamphlet regarding covenant
marriage.


House Bill 1405
2003 Regular Session

  DIGEST OF INTRODUCED BILL

Marriage counselors. Requires a marriage counselor to disclose to a person
being counseled: (1) the philosophy and value system the marriage counselor
uses; (2) that the purpose of a marriage counselor is to keep marriages
intact; and (3) that a married couple can be counseled together or
individually.
