I'd comment that via ProQuest, Dr. Ratcliff's  Ph.D dissertation is 
available.  In particular:

"Delusions of Intelligence: National Cultures of Cryptology, Secrecy 
and Bureaucracy
in Germany and Britain during World War II" by Rebecca Ann Ratcliff,

"A dissertation submitted in partial satisfaction of the requirements 
for the degree of
Doctor of Philosophy in Rhetoric" University of California, Berkeley, 
Fall 1996.
