Dear Dan,

Measuring the performance of National Estimates would seem to be 
worthwhile project. Since US Cold War estimates of Soviet military 
capabilities are available, I believe, at the National Archives, it 
is possible gauge an estimate against later more accurate assessments 
of the actual capabilities. For example, while the estimates were 
accurate in many areas at various times, there were over estimates on 
Soviet long range bombers, on army divisions, and on long range 
submarine production. On the other hand, the rapid build up of Soviet 
ICBM strength was underestimated for some years.

In any case, whether you try this area or not, good luck on your project.
