I ignored your further research because you made two serious mistakes;

1.	You fail to understand the concept of living under cover.
2.	You wrongly supposed that the Able Danger program had 
identified Atta as a terrorist and member of a specific plot.

Accordingly, you were starting your train of thought from false 
premises. It does not matter how diligently you follow the route if 
the first turn that you make is the wrong one.  Atta may well have 
been under surveillance for acting as a drug trafficker, and he was 
not an unknown entity. This may have allowed the FBI to identify him 
as a player after the event and to move rapidly. It is incorrect to 
argue from this that his role in the plot was known before the fact.

Shaffer is an experienced intelligence officer with an impressive 
resume. That is not the problem. The problem is what did Able Danger 
actually find? If Able Danger did not find any evidence to implicate 
Atta in the plot ahead of time, then his credentials are no more 
relevant than Franz Beckenbauer's. People tend to forget the 
importance of Occam's Razor in the interpretation of incomplete data.

I note that you snip and ignore the most significant part of the 
"further research" I posted (there is a lot more btw), namely Atta 
and the drug connection to Al Qaeda and the associated questions I 
offered for consideration.  Perhaps this is what Able Danger actually 
found that made it imperative/sensitive for the IG to be called in to 
muddy the waters.
