Subject: Ballistic Missile "Gap" in 1990's

I have a colleague who is doing dissertation research on the 
ballistic missile defense debate during the 1990's, particularly the 
changed intelligence assessments of the threat between 1995 and 1999. 
She is hoping to illuminate how various interests may have influenced 
the changed assessments; she is not angling for the "cooking the 
books"/politicization argument so much as an understanding of how 
outside interests may have impacted the overall outlook.

If anyone can suggest resources, contacts, etc. that would be of 
help, please contact me offline and I will forward them to her.  She 
will be in Washington for the next month and would love to interview 
anyone who can be of help.
