The French system is very different from the US. In particular you have
a strong central government with strong central accountability. If
things go wrong, the Minister takes the blame. In the US, things have
given us a strong central government with weak accountability.

The French civil service is also a very different animal, and
intelligence officers are civil servants. This doesn't mean that they

haven't had failures and fiascoes.
