New FSB's licence

President Putin enlarged Federal Security Service (FSB) functions when he
signed the Decree allowed to FSB carrying out joint anti-terrorist activity
in CIS. It is supposed that FSB is entitled to search and destroy terrorists
over the territory of our neighbors.
