THE LEGACY OF THE CHURCH COMMITTEE.
May I belatedly add a comment on this issue.
I believe we owe a vote of thanks to Mr. Bugler for drawing our attention to
the "Intelligencer", the Journal of the Association of Former Intelligence
Officers and to the outstanding article on the subject of the Church
Committee by
the top national security lawyer at the FBI. Most Intelforum members don't
regularly see the Intelligencer but they should be advised that the AFIO
accepts associate members (www.afio.com) and as such could receive it
regularly.
The article on the Church Committee is an excellent article and explains an
important milestone in the development and control of intelligence collection
by the US Intelligence Community. As for the author of the article, Spike
Bowman, he is a retired Navy Captain with many years in the J.A.G; served as a
legal counsel at the National Security Agency and now is the Associate General
Counsel at the FBI We were very fortunate to have him in place during the many
espionage cases within the past two decades.
In the aftermath to 9/11 Senators Grassley and Shelby gave him some
undeserved notoriety by charging that he had refused to seek a
warrant from the Foreign
Intelligence Surveillance Court (FISA) to search the possessions of accused
terrorist Zacarias Moussaoui. It turned out that Bowman was scrupulously
following the law which required detailed justification before such a warrant
could be requested.
We are all fortunate to have working for us such a dedicated American as M.E.
"Spike" Bowman.
