Reforming our covert services

The problems leading to our national intelligence dilemma started
in the 1970s and developed over several administrations and
Congresses. My purpose in writing this is not to assign blame, but
instead to discuss how we may realistically reform our capabilities
for secret intelligence collection -- i.e., espionage -- and finished
national intelligence.

James R. Fees served in the CIA for 25 years at home and abroad,
including chief of station in three continents. He received numerous
decorations for his service before resigning in 1980 to enter private
international business.
