Venona "Issued" Date Query

I'm looking for an explanation of "Issued" in the Venona decrypts.
It consists of four fields, the first of which is redacted, and the
next three are a date in military style. For example in 725, NY -
Moscow,
19th May 1943:
Issued: [redacted] /24/1/1974
There are a few where the first field is not redacted, for example in
723 NY-Moscow, 19th May 1943:
Issued: A265/10/4/1980
I'm guessing that A265 is the "issuing" source, perhaps a person.
My problem is the meaning of "issued." It might mean "revision" but it
doesn't seem so to me. Perhaps it is a distribution date for tracking
purposes?
BTW, in both these examples, the Reference numbers (3/NBF/Txxx) are
redacted to no apparent purpose. Most reference numbers are intact,
and indeed are cross referenced in the footnotes.
