SEARCH FOR TERRORISTS

Like so many other privacy watchers and
Constitution
guardians, I have not been able to develop a sound
approach to the question:

	"How to approach the search for terrorists in
	the United States within the legal guidelines
	established by Congress and the President
	with respect to privacy and respect of religion."

I also point you to Long's "System Analysis" and
to
Donner's "The Age of Surveillance".  I know of no
other
publication that even comes close to answering
your
timely and important question.
