There is a long, sordid history on the public record, including:
CIA maintained a domestic propaganda operation designed to boos agency's
image and its top official's reputations throughout the Cold War:
see, inter alia,
the propaganda generated in the name of Allen Dulles re: OSS operations at
the end of WWII -- The Secret Surrender, Operation Sunrise.
Under Reagan-Bush and their sub-alterns Casey and Gates, military
intelligence officers were seconded to State's Office of Public
Diplomacy under Walter
Raymond and Otto Reich to conduct domestic propaganda operations in support of
foriegn policy and military intervention in Central America. Gates's
confirmation hearing as DCI is replete with testimony from mid-level
analysts about the
manipulation of intelligence product to suit the preferences and political
predilections of the consumers at NSC and White House.
