Origin of 6 August 2001 PDB terrorism item

The saga of NSPD 9 (the terrorism one referenced above) is still not totally
clear.  My current read of the chronology is the following, but could well
be mistaken.  It's different from the above, and further information on just
what happened when would be welcome.

  Commissioned -- March 2001
  First Deputies  meeting -- April 2001
  Drafting coordinated by the Deputies at several meetings -- April - August
2001
  Principals meeting approved final draft -- 4 September 2001
  Draft arrived at White House for President's signature -- 10 September 2001
  President signed somewhat redrafted version -- 17 September 2001
  Additional modification with preamble signed -- 25 October 2001

Note that Rumsfeld, in countering a Clarke statement, said that that he
wasn't at a Principals meeting on 4 September.

Rewatching "Rashomon" might be a useful exercise.
