How to Pass the DoD Polygraph

Why didn't CI do a simple five year required financial inquiry (instead of a
polygraph) which would have easily revealed his extravagant living style way
beyond his means?

Were they too arrogant, ignorant or busy extolling the benefits of the lie
detector to relay on real world facts?
