I would like to know that too;
It seems there was time long enough for
EP-3 plane to contact the U.S. Pacific Command,
but not enough to ask related Chinese authorities
for a permission for emergency landing at
what turned to be Lingshui military airfield
so close to the top secret Chinese Lingshui
intelligence base...
