I agree with this statement 100%. The DCI is not just head of the CIA, but
the entire
intellligence community and as such has enormous responsibility, which they
chose to
take upon themselves when sworn in, to follow the law and to provide the entire
community with guidance. Several DCIDs were promulgated under Deutch that
pertained to
information security. As I said in an early post (some may start to call
them rants),
Deutch seemed to know what was right, but just chose not to follow his own
head when it
came to putting things into practice.

To reiterate my position, I don't believe Deutch had criminal intent at any
point--- I
think he just thought of himself as "too busy" to deal with the
compartmentation and
other aspect of  infosec. And as Mr. Levine points out, there is indeed a
statute that
covers this exact circumstance. The IC, and in psrticular the CIA, doesn't
need another
black eye that would result from any prosecution, and I tend to think it
serves the
community not to prosecute than the damage that would be caused should he be
prosecuted.
