Aren't the accusations or charges against each of the
same nature?

Why is one in prison and the other free??

Perhaps one was senior mangement (Sec Defense and Prof
of Military) and the other was a worker??

Does negligence ever rise to a criminal negligence,
especially when the offendor had a special duty or
responsibility??
