Anyone here (e.g., Bob Steele) know more about this?  On the face of it, it
looks like PC and/or security mania run wild, but maybe there's more to it.

"Inappropriate use" is hardly a new thing.  When I first got an account on
the CIA's classified system back in 1973, the first thing I had to do was
clear out the previous owner's Little League baseball scores.  Said previous
owner was then a division chief, who later became a very effective office
chief.  Other examples, even including (gasp!) off-color jokes were
encountered over the years.

Trying to keep people from being people doesn't strike me as very wise.
But, as said, maybe there's more to this.
